This project is an outgrowth of the Texas Pollution Prevention Partnership which was formed between the Texas Natural Resource Conservation Commission (TNRCC) and military installations in Texas in June 1996.  The partnership formally committed themselves to a joint pollution prevention initiative in the state by developing a charter establishing the Texas Pollution Prevention Partnership.

Together with the Air Force Center for Environmental Excellence (AFCEE), the partnership conceived the 
Green Base of the Future initiative in order to achieve their loftiest and most far-reaching goal:

"to integrate pollution prevention into everyday activities throughout military installations in Texas" 

and, to further AFCEE's goals for Resource Conservation. . . more
